Our Mission
Improving therapeutic outcomes in Rhode Island and beyond through the delivery of customized pharmaceutical services while driving improved behavioral health care via a community based profit-sharing model.
Our Story
Horizon Pharmacy was established to address the complex and demanding medication needs of clinics, health home teams, and other congregate care facilities. Its founding vision centered on enabling its non-profit behavioral health organizations to participate in a socially responsible enterprise while enhancing medication delivery within their own institutions.
The creation of Horizon Pharmacy aimed to provide specialized pharmaceutical services and streamline medication management through multi-dose packaging systems designed to increase patient adherence and improve health outcomes.
Since 2014, Horizon Pharmacy—a board-certified, nationally recognized, full-service for-profit pharmacy—has served healthcare providers across Rhode Island. All profits are distributed to its non-profit owners—Newport Mental Health, Thrive Behavioral Health, and Community Care Alliance—to support essential community mental health programs benefiting low-income, uninsured, and underinsured individuals throughout the Rhode Island.

Our Team
Jason Dana Costa, MBA
President and CEO
Jason Dana Costa has more than 25 years experience in nonprofits throughout New England and Mid Atlantic. He brings a mission focus, intellectual curiosity and exceptional business acumen to Horizon Pharmacy social enterprise. Mr. Costa received his Bachelor’s and MBA degrees from the University of Massachusetts, Dartmouth. Most recently completing Harvard Business Schools distinguished program – Strategic Perspectives in Nonprofit Management. For the past 5 years, he served as the Chief Finance and Administrative Officer of Newport Mental Health, before joining Horizon Pharmacy in 2023.
Megan McCaskill, RPh
Vice President of Compliance and Strategy
Megan McCaskill has over 20 years’ experience in retail pharmacy and has been the Pharmacist-in-Charge since its opening. Mrs. McCaskill received her Bachelor’s degree in Pharmaceutical Science from the University of Rhode Island. Since graduating she has worked in many different areas of pharmacy including retail pharmacy as well as emergency and disaster planning at the local and state level. Mrs. McCaskill started with Horizon Pharmacy with a strong managerial background and long history of customer service. She has built a cohesive, positive, and energetic staff at Horizon Pharmacy. In addition, she is a leader in emergency and disaster planning at the local, state, and national level, beginning with her time volunteering in New Orleans dispensing medication in the Superdome after Hurricane Katrina.
