Strategic Investment Empowers Expansion and Transforms Behavioral Health Care Access Throughout Rhode Island

Providence, RI Horizon Pharmacy, a statewide leader in long-term care pharmacy services, was selected to receive a $400,000 loan from the Rhode Island Foundation’s Impact Investing program which will be used to increase prescription services to clients of behavioral health organizations across Rhode Island.

“This infusion of capital will enable us to expand our offerings, accelerate ambitious growth plans and deepen partnerships with community organizations. At the heart of this development is a commitment to supporting nearly 1,000 individuals with free or subsidized care through a unique collaborative network,” said Horizon Pharmacy CEO Jason Dana Costa.

The financing is from the Rhode Island Foundation’s Impact Investing program, which provides capital to nonprofit organizations at favorable interest rates and terms for projects that are local, place-based and yield a direct impact for Rhode Island in one of the Foundation’s Community Priority areas.

“By aligning a portion of our investment portfolio with our mission, our assets can continue to grow while supporting larger scale or different kinds of projects than we normally do through our grant programs,” said David N. Cicilline, Rhode Island Foundation, president and CEO.

This is Horizon Pharmacy’s second Impact Investing loan from the Rhode Island Foundation. The first investment powered the company’s automation initiative, annual prescription volume from 95,000 to 113,000 and doubling the number of clients receiving subsidized care.

“As part owners of Horizon Pharmacy, we are excited to see this technology investment help expand prescription services for more Rhode Islanders who are living with substance use or mental health disorders,” said Dawn Allen, Thrive Behavioral Health, Interim CEO and Chief of Staff. “Horizon’s expert staff deeply understands the unique challenges faced by clients with complex medication needs, and we’ve seen strong improvements in medication adherence when clients use Horizon’s simplified packaging to manage their care.”

Founded in 2014, Horizon Pharmacy provides closed-door long-term care pharmacy services, specializing in packaged medication for patients with complex care needs. Owned by Community Care Alliance, Thrive Behavioral Health, and Newport Mental Health, Horizon Pharmacy is committed to elevating medication management and health treatment, while generating revenue to support its nonprofit partners’ shared mission: ensuring high-quality behavioral health care in Rhode Island.

“This latest round of funding marks a significant milestone in our mission-driven journey to expand access to innovative pharmacy care and essential behavioral health services throughout Rhode Island and beyond,” said Costa. “This strategic use of funds is expected to continue our model for sustainable, mission-driven growth and deliver measurable results for Rhode Island’s behavioral health community.”
